HPM: Hardware Performance Monitoring

Machine (M) mode supports hardware performance monitoring (HPM) with the following CSRs:

mcycle: number of clock cycles executed
minstret: number of instructions retired
mhpmcounter[3-31]: event counters
mhpmevent[3-31]: event selectors
